Palmer

Kitty Palmer has been working in mental health since 1969, when she joined the team of the county of Santa Clara. Her responsibilities there included working with inpatient and outpatient facilities, mobile crisis facilities, and special programs for the homeless, eventually retiring in 2002 as Santa Clara’s outpatient mental health director.  In 2004 she was recruited by Tulare County to facilitate special projects, which included working with the homeless population and developing a board and care facility.  She has been with Psynergy Programs since 2004.
